     Establishes a youth facilities advisory committee.

     Authorizes grants to public entities and private nonprofit entities for the purchase, construction, or renovation of youth facilities and for the extension of hours for existing facilities.

     Imposes an assessment of five percent of the face value of every admission ticket to a professional sporting or cultural event.

     Provides a misdemeanor offense for a failure to collect the assessment.

     Terminates the program on June 30, 2000.

     Requires approval by the voters at the next general election.
