SB 6131 - DIGEST

     Provides that agencies may adopt rules, other than emergency rules, only as specifically required by federal law or as specifically authorized, and only to the extent specifically authorized, by the legislature.

     Authorizes the agencies to prescribe guidelines for the performance of its duties, not rules and regulations.

     Repeals RCW 43.21A.080 and 50.12.040.
