     Creates the office of antihunger to act as a clearing house to coordinate state hunger programs among state agencies that provide food, food stamps, nutrition education or distribution.

     Creates the good samaritan food donation act to encourage and facilitate the donation and gleaning of surplus commodities and nonmarketable product by dealers, handlers, and producers.

     Authorizes the use of inmates to assist in the voluntary gleaning and distribution of commodities.

     Provides for distribution of surplus institutional fisheries products.

     Provides some immunity from civil liability for good faith donations of food products.

     Provides statutory authority for the Washington national guard antihunger program.

     Encourages relaxation of regulatory barriers to backhauling by transporters of donated food and grocery products.

     Directs the superintendent of public instruction to apply for all available federal funds to provide food services for schools.

     Establishes criteria for severe-need schools.

     Establishes a task force to increase the number of persons being served by the WIC program.

     Requires the development of an outcome measurement of increased service to the elderly.

     Repeals RCW 69.80.030 and 69.80.040.
