     Creates the office of antihunger to act as a clearing house to coordinate state hunger programs among state agencies that provide food, food stamps, nutrition education or distribution.

     Creates the good samaritan food donation act to encourage and facilitate the donation and gleaning of surplus commodities and nonmarketable product by dealers, handlers, and producers.

     Provides some immunity from civil liability for good faith donations of food products.

     Provides statutory authority for the Washington national guard antihunger program.

     Encourages relaxation of regulatory barriers to backhauling by transporters of donated food and grocery products.

     Implements a two-year pilot project for the donation of overcatch and bycatch food fish.

     Directs the superintendent of public instruction to award grants to feed students at the six most severe-need schools and to apply for all available federal funds to provide food services for schools.

     Establishes a task force to increase the number of persons being served by the WIC program.

     Encourages the speedy delivery of food stamps.

     Enhances senior citizen meal and nutrition services.

     Provides an amnesty for minor infractions to persons donating canned food in an amount equal to the fine.

     Creates the position of tribal nutritionist to assist Washington's Native American tribes in improving nutrition services.

     Makes various appropriations to carry out the purposes of the act.
