     Directs the department to establish a competitive grant program for the purpose of assisting small businesses participating in the federal small business innovation research program in continuing innovative research that has potential commercial application.

     Authorizes the grants conditioned upon the department receiving a share of the benefits.

     Provides that the act shall be null and void if appropriations are not approved.
