     Requires financial institutions, in order to be a qualified public depository, to cash checks and warrants issued by the state or federal government for a noncustomer free of charge, or for a fee not exceeding one dollar.

     Specifies identification requirements which a financial institution may request.

     Requires a study of cost effective methods to reduce fraudulent cashing of government checks and warrants.
