SB 6269 - DIGEST

     Provides that an election by the rules review committee to recommend suspension of a rule establishes a presumption in a subsequent judicial review of the rule that it is invalid.

     Places the burden of demonstrating the rule's validity on the adopting agency.

     Specifies conditions to find a rule valid and orders payments of a successful challenger's fees and expenses.
