(SUBSTITUTED FOR - SEE 2ND SUB)

     Declares an intent to protect the residents of this state who purchase construction services, and to provide swift and meaningful remedies to those aggrieved by improper, negligent work and business practices of contractors, including a failure to register as required.

     Requires the act to be strictly enforced and declares that the doctrine of substantial compliance has no place in the application and construction of the act.

     Revises bonding requirements and provides for the development of a pamphlet to inform customers of the procedures to bring an action against the bond.

     Increases penalties for violations of the act by contractors.

     Creates the construction industry administration account.
