(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides a civil penalty for a contractor or subcontractor who violates the requirement to pay the prevailing rate for a second time within a five year period and prohibits a bid on any public works contract for a two year period.

     Does not apply to violations determined to be inadvertent filing or reporting errors.
