     Prescribes additional license fees pursuant to RCW 46.16.060.

     Revises RCW 46.16.070 relating to license fees based upon gross weight of vehicles.

     Creates the state patrol account for deposit of the increased fees.

     Requires approval of the voters at the next general election.
