     Provides that civil actions for the modification of child support payments are subject to mandatory arbitration, with designated exceptions.

     Revises provisions for deduction of normal business expenses for net income calculations.

     Revises calculation methods involving the income of a new spouse upon remarriage.

     Authorizes a court to order a specific portion of the child support payment to be placed in an education trust account.
