     Renames the Washington state liquor board as the Washington state liquor control agency and provides for a new administrative structure.

     Declares the executive head of the liquor control agency to be a director who shall be appointed by the governor.

     Transfers most powers, duties, and functions of the board to the agency, except for those expressly directed to remain with the board.

     Creates a five-member liquor control review board to hear appeals.

     Repeals RCW 66.08.016, 66.08.050, and 66.08.150.
