SB 6361 - DIGEST

     Authorizes the boards of regents and boards of trustees of the institutions of higher education to engage in collective bargaining with the exclusive bargaining representatives of their employees.

     Provides that employees have the right to form employee organizations, to bargain collectively through representatives, or to refrain from any or all of these activities.

     Establishes procedures for the selection of employee representatives.

     Specifies unfair labor practices of employers and employee organizations and provides enforcement procedures when complaints arise.
