     Requires an investigation and determination of whether a proposed application to appropriate water for municipal purposes is consistent with adopted land use plans and policies, and state-approved water system plans.

     Promotes water conservation.

     Implements a consensus-based process of review for transfers that affect instream flows, fish habitat, or rights of junior users.
