SB 6479 - DIGEST

     Provides for civil service reform.

     Establishes the position of director of personnel.

     Provides for the development of a new classification system.

     Authorizes the purchase of services by contract with individuals or businesses.

     Abolishes the personnel appeals board and transfers its duties and powers to the personnel resources board.

     Provides collective bargaining reform.

     Designates unfair labor practice procedure.

     Creates the state employment relations commission.

     Repeals RCW 41.50.804.

     Repeals provisions of chapters 41.06 and 41.64 RCW.
