     Declares an intent to protect the personal safety of passengers and employees in the operation of public transportation facilities and vehicles.

     Declares that it is a public nuisance to obstruct or impede the use of public transportation services, or obstruct or impede a transit official in the performance of the official's duties.

     Specifies additional elements of the misdemeanor offense of unlawful bus conduct.
