SB 6506 - DIGEST

     Establishes the water resources board.

     Directs the board to:  (1) Implement state water resources statutes through the adoption of rules;

     (2) develop a comprehensive state water resource program;

     (3) develop proposals for statutory changes;

     (4) implement procedures for making timely decisions for water right applications;

     (5) establish a mediation process; and

     (6) develop policies regarding enforcement and regulation of water rights.
