     On page 2, after line 12, insert the following:

     "(5)  The burning of orchard prunings and irrigation ditches shall be considered outdoor burning for the purposes of this section and RCW 70.94.750.

EFFECT:  Defines the burning of orchard prunings and irrigation ditches as "outdoor burning", thereby exempting these activities from a permit if the burning is done outside of an urban area.
