     On page 6,  beginning on line 30, after "month." strike all material through "thereafter." on line 35, and insert "The revenues derived from the increases scheduled to take effect under this subsection after June 30, 1995, shall be deposited into the tobacco-related illness reimbursement account unless the increases are reenacted in legislation that complies with section 2 of this act."

 

     On page 7,  beginning on line 31, after "month." strike all material through "thereafter." on line 36, and insert "The revenues derived from the increases scheduled to take effect under this subsection after June 30, 1995, shall be deposited into the tobacco-related illness reimbursement account unless the increases are reenacted in legislation that complies with section 2 of this act."

 

     On page 8, after line 9, insert the following:

 

     "NEW SECTION.  Sec. 8.  The legislature finds that the health impact of the use of tobacco products continues to be a major problem in Washington state.  The state spends millions of dollars each year to provide or pay for health care and other necessary facilities and services on behalf of indigents and other eligible citizens whose health care costs are directly caused by tobacco-induced cardiovascular diseases, lung cancer, emphysema, and other respiratory diseases.

     The legislature intends that some of the revenues raised from the sale of cigarettes be used to pay for some of the smoking-related health care costs incurred by the state.

     The tobacco-related illness reimbursement account is created in the state treasury.  All receipts from the increases scheduled to take effect after June 30, 1995, under RCW 82.24.020(3) shall be deposited into the account.  Moneys in the account shall be used to pay for medical costs associated with the impact of using tobacco.

     Moneys in the account may be spent only after appropriation."

 

     Renumber the remaining sections consecutively, correct any internal references, and correct the title.
