     On page 1, after line 9, insert the following:

     "NEW SECTION. Sec. 2.  It is a compelling interest of the state of Washington to reaffirm its historical commitment to the institution of marriage as a union between a man and a woman and its fundamental role in the procreation and development of children."

     Renumber the remaining sections accordingly and correct the title.

EFFECT:  Adds language that declares that it is a compelling interest of the state of Washington to reaffirm its commitment to marriage as a union between a man and a woman and its role in the procreation and development of children.
