     On page 8, beginning on line 1, after "Sec. 9."  strike all material through "board."  on page 9, line 11 and insert the following:

     "STATE-LEVEL APPEAL PROCESS.  The Washington state institute for public policy shall analyze whether or not the establishment of charter schools has been inhibited due to the lack of a state-level appeal process for charter school applicants that are denied by school district boards of directors. If the institute finds that the establishment of charter schools has been inhibited due to the lack of a state-level appeal process, it shall make recommendations regarding the establishment of a state board for charter schools that would be authorized to sponsor charter schools.  The institute's findings and recommendations shall be submitted to the education policy committees of the house of representatives and the senate by November 15, 1998." 

    

     On page 9, after line 11, insert the following:

     "NEW SECTION.  Sec. 10. INFORMATION AND TECHNICAL ASSISTANCE. The superintendent of public instruction shall disseminate information about procedures for the establishment, funding, and operation of charter schools, and shall provide technical assistance to charter school applicants in the preparation of applications, to school district boards of directors in considering applications, and to charter school governing boards in matters related to the educational program, management, and financial operation of the charter school."

      

     On page 11, beginning on line 28, strike Section 12 in its entirety.

 

Renumber remaining sections and correct internal references accordingly.


 

 

 

 

 

EFFECT:  Eliminates the State Board for Charter Schools.  Requires an analysis by November 1998 as to whether the lack of a state-level appeal process has inhibited the creation of charter schools.  If so, recommendations are to be made to the Legislature regarding the creation of a State Board for Charter Schools.  Requires SPI to provide technical assistance.
