     On page 1, line 10, after "infringed." insert "This provision shall not be interpreted to mean that the state lacks the power to sanction, incarcerate, treat, or educate a juvenile offender who has committed an offense in violation of the laws of the state of Washington."

EFFECT:  This provision does not mean that the state lacks the power to impose sanctions and treatment on juvenile offenders over the objection of the juvenile's parents.
