We of your Conference Committee, to whom was referred ENGROSSED SECOND SUBSTITUTE SENATE BILL NO. 5439, revising procedures for nonoffender at-risk youth and their families, have had the same under consideration and we recommend that all previous amendments not be adopted; that the Committee's striking amendment (attached CONF S3377.5) and the Committee's amendment (CONF S3418.1) to the striking amendment be adopted; and that the bill do pass as recommended by the Conference Committee.
