     On page 4, after line 20, insert the following:

     "NEW SECTION. Sec. 6.  This chapter shall not apply to the circulation of material by a library of a public or private school or a public or private college or university, or the distribution or use of instructional materials by a public or private school or a public or private college or university."

Renumber the remaining sections consecutively and correct internal references accordingly

EFFECT:  Exempts the circulation of materials by public or private college, university, and school libraries and the use or distribution of instructional materials by a public or private college, university, or school.
