     On page 8, line 24 of the amendment, after "right." strike all material through "change." on line 27 and insert "The holder of the water right shall document the amount of water made surplus and, therefore, made available for the change.  The documentation shall be in the form of an estimate of the amount of water made surplus as provided in this section that is prepared by a local office of the natural resources conservation service of the United States department of agriculture, a conservation district, or a hydraulic engineer.  The holder of the water right shall notify the department of such a change and submit to the department the documentation regarding the amount of water made surplus.  The submission of the notification and documentation to the department provides a change in the holder's water right to the extent that the amount of water involved in the change is supported by the surplus estimated in the documentation.  Upon receiving the notification and documentation, the department shall revise its records for the water right to reflect the change."

EFFECT:  The amendment establishes new requirements for the use of surplus water that is not supplied by an irrigation district.  It requires that an estimate of the amount of water made surplus be made by a local office of the natural resources conservation service, a conservation district, or a hydraulic engineer and that the estimate be submitted to the department in support of the notification regarding a water right change involving the surplus water.
