    On page 1, line 5, after "following:" insert "(1)  Prevent unnecessary out-of-home placement by targeting services to families most at risk;"

    Renumber the remaining subsections accordingly.

EFFECT:  States legislative intent that out-of-home placements should be prevented through targeting services to the most at risk families.
