     On page 9, after line 35 of the amendment, insert the following:

     "NEW SECTION. Sec. 114.  A new section is added to chapter 70.94 RCW to read as follows:

     Notwithstanding section 113 of this act, neither the department nor any air pollution control authority may adopt or enforce any rule under the authority of this chapter exceeding the requirements of the federal clean air act for coal burning steam power plants in counties of populations less than one hundred thousand."

     Renumber remaining sections consecutively and correct internal references accordingly.
