     On page 7, beginning on line 16 of the amendment, strike all of subsection (10) and insert the following:

     "(10) Subsections (4) through (9) of this section shall not apply to projects selected prior to September 1, 1994, that have no organized opposition.  For the purposes of this chapter, organized opposition shall be demonstrated by the submission to the department, prior to or no later than thirty calendar days after the effective date of this act, of original petitions bearing at least five thousand signatures from state registered voters who are residents of the legislative districts within which the project and the transportation corridor (sign route) is located opposing the project, collected after September 1, 1994."
