    On page 54, after line 21, insert the following:

    "The appropriation in this subsection are subject to the following conditions and limitations: Corrections officers' and sergeants' salaries shall be increased five percent on July 1, 1996, with funding to be provided through efficiency and productivity savings within the operating budget of the department, and as in a plan to be forwarded to the house and senate fiscal committees by January 1, 1996."
