    On page 61, after line 30, insert the following:

    "(15) The water right permit processing account is hereby created in the state treasury.  Moneys in the account may be spent only after appropriation.  Expenditures from the account may be used solely for water right permit processing, regional water planning, and implementation of regional water plans."
