    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  (1) The department of labor and industries shall conduct a study, in consultation with an advisory committee, of the merits of authorizing qualified retrospective rating plan employers to assist the department in processing of claims, including (a) scheduling medical examinations and consultations; (b) initiating any rehabilitation services and selecting vocational rehabilitation providers; and (c) closing claims.

    (2) The advisory committee shall be composed of constituent groups with an interest in the department's retrospective rating plan.

    (3) The department shall report the results of its study to the legislature no later than January 1, 1996."
