    On page 12, line 16, after "in" strike "any sewage system works" and insert "((any sewage system works)) the acquisition, construction, or expansion of on-site or off-site sewerage facilities, except for public restroom and sanitary facilities,"

    On page 12, line 19, after "exercise" strike all material through "section" on line 20 and insert "((the)) those powers ((set forth in this section))"

    On page 13, after line 21, insert the following:

    "Sec. 13.  RCW 54.16.240 and 1975 1st ex.s. c 57 s 2 are each amended to read as follows:

    The commission of a public utility district, by resolution may, or on petition in the same manner as provided for the creation of a district under RCW 54.08.010 shall, submit to the voters for their approval or rejection the proposal that ((said)) the public utility district be authorized to exercise the powers set forth in RCW 54.16.230 for which an election is required."

Renumber the sections consecutively and correct any internal references accordingly.

    On page 22, line 21 of the committee title amendment, after "54.16.230," insert "54.16.240,"

EFFECT:  The amendment clarifies that a referendum is only required if a Public Utility District acquires, constructs, or expands sewerage facilities, but not if the PUD is constructing public restroom facilities.
