    On page 2, line 4 of the amendment, after "call." insert "The department of transportation, in consultation with the Washington state patrol, shall adopt rules outlining those circumstances where it is permissible for other vehicles to use the left lane in case of emergency or to facilitate the orderly flow of traffic."

EFFECT:  The DOT, in consultation with the WSP, will adopt rules providing exemptions under emergency circumstances or to facilitate the orderly flow of traffic.  Examples:  (1) When the other two lanes are blocked with slow traffic, (2) when one or more lanes are blocked with military convoys, (3) when an overwidth load is occupying two lanes, (4) where a recent accident has occurred and the traffic has not yet been redirected by law enforcement, etc.
