    On page 2, after line 26 of the amendment, insert the following:

    "NEW SECTION. Sec. 2.  A new section is added to chapter 9.46 RCW to read as follows:

    No pull-tab dispensing device may (1) contain a video display screen, other than a luminated digital display for displaying the value of currency validated, door access information, or accounting meter date; or (2) be capable of displaying or determining a winning or nonwinning pull-tab before the player opening the pull-tab."

    On page 2, line 31 of the title amendment, after "insert" strike the remainder of the title amendment and insert "amending RCW 9.46.110; and adding a new section to chapter 9.46 RCW."
