    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  A new section is added to chapter 9.46 RCW to read as follows:

    "Sale" or "sold," as used in this chapter, includes a solicitation for a donation in conjunction with participation in a raffle or contest of chance whether or not an amount is suggested for the donation."
