    On page 1, line 9, before "The" insert "(1)"

    On page 1, after line 15, insert the following: "(2) This exemption does not apply to the issuance, reissuance, or modification of a waste discharge permit that permits the discharge of a substance not previously subject to effluent limitations in the waste discharge permit for the facility discharging the substance."

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Limits the SEPA exemption to renewal of permits for the same substances covered in the existing permit.  If a new substance will be discharged, or a substance will be addressed through the permit that was not previously regulated, the permit renewal would not be exempt from SEPA review.
