    On page 1, line 9, before "The" insert "(1)"

    On page 1, after line 15, insert the following: "(2) This exemption applies only to the issuance, reissuance, or modification of a wastewater discharge permit for the discharge of a substance for which a federal numerical effluent limitation has been adopted."

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Limits the SEPA exemption to permits for substances that are regulated by federal effluent limitations.
