    On page 1, after line 15, insert the following: "(2) This exemption does not apply to the issuance, reissuance, or modification of a waste discharge permit that permits the discharge of dioxin."

    Renumber the sections consecutively and correct any internal references accordingly

EFFECT: The SEPA exemption does not apply to facilities that discharge dioxins.
