    On page 1, line 9, before "The" insert "(1)"

    On page 1, after line 15, insert the following: "(2) For any permit decision subject to the exemption provided under this section, the department of ecology shall identify significant adverse environmental impacts of the proposal, and for such impacts, analyze alternatives to the proposal, and determine appropriate mitigation.  The department of ecology shall also provide opportunity for public involvement, notice, and comment that is equal or greater than the public involvement provisions of 43.21C RCW, for any permit decision subject to th exemption provided under this section."

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Ensures that the adverse environmental impacts of any proposal are addressed and mitigated through the wastewater discharge permit program, and that there is opportunity for public involvement.
