    On page 1, line 9, before "The" insert "(1)"

    On page 1, after line 15, insert the following: "(2) This exemption does not apply to the issuance, reissuance, or modification of a waste discharge permit that permits the discharge by a solid waste handling facility to state waters of leachate collected at the facility."

EFFECT:  The SEPA exemption does not apply to solid waste handling facilities, such as landfills, that collect, treat and discharge leachate to state waters.
