Effect of amendment:  Includes the department of revenue in the preparation of the required report.  Because of its role in determining the equalization of real property taxes, the department of revenue has much of the information and expertise needed to prepare the report.  This will further dilute the fiscal impact, which can be absorbed by both agencies without any special appropriation.
