EFFECT OF AMENDMENT:  Extends jurisdiction for appeals from growth management hearings boards to counties adjacent to counties in which the dispute arises.  This is generally permitted when a party may be concerned with the independence of the "home" court.  The amendment also clarifies language permitting consolidation of appeals.
