    On page 4, after line 12, insert the following:

    "NEW SECTION. Sec. 3.  A new section is added to chapter 74.12 RCW to read as follows:

    Applicants in order to be eligible for aid to families with dependent children must provide the name of both parents of the child or children, whether born or unborn, at the time of application unless the applicant has good cause meeting federal criteria for refusing."

    Renumber the remaining section consecutively.

EFFECT:  As a condition of eligibility for aid to families with dependent children benefits, require the names of both parents on the public assistance application.
