    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  A new section is added to chapter 48.11 RCW to read as follows:

    (1) An insurer offering a product defined under RCW 48.11.020 may not discriminate against a victim of domestic violence based on an individual's status as a victim of domestic violence.  This prohibition shall not prevent an insurer from underwriting or rating for a medical condition in the same manner as they would for an insured or applicant who is not a victim of domestic violence.

    (2) This section applies only to an insured or applicant for insurance.

    (3) An insurer is granted immunity for criminal or civil liability resulting from compliance with this statute."
