    On page 1, line 7 of the amendment, after "The" strike "legislative authority" and insert "people"

    On page 1, beginning on line 9 of the amendment, after "advocate" strike the remainder of the section and insert "by vote.  A ballot proposition shall be submitted to the voters of the county authorizing the establishment of the office of county ombudsperson or office of people's advocate, upon petition signed by county voters in number equal to at least eight percent of the voters voting at the last general election.  If a majority of the voters voting on the question approve the creation of the position, it shall be established.  Once established, the voters of a county may disestablish the position at any time by vote initiated in the same manner as the election to create the position under this section."

EFFECT:  Eliminates the authority of the county legislative authority to create the office of ombudsperson and substitutes a petition and vote of the people as the exclusive method for creating the position.
