Effect of the amendment:  Deletes the amendment to RCW 28A.305.130 giving the State Board general authority to adopt rules to implement the basic skills tests for persons applying to enter teacher preparation programs.  Deletes the repeal RCW 28A.410.020 which is the current law governing the basic skills test.  Current law governing the basic skills test would not be changed.
