EFFECT:  The centennial plate design distribution was implemented on January 1, 1987, under RCW 46.16.650; thus, this amendment corrects the date to ensure replacement of only the white and green plates.

EFFECT:  Exempts from license plate replacement requirements, original owners of vehicles bearing license plates issued before January 1, 1987.
