    On page 2, after line 10, insert the following:

    "NEW SECTION. Sec. 3.  This act applies to weeks of unemployment ending after July 7, 1995.

NEW SECTION. Sec. 4.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately."
