EFFECT:  Reduces the 400,000 population threshold to 150,000 so that the alternative method of petitioning for exclusion from city boundaries (25% of voters from the area to be excluded) applies to the three largest cities in the state of Washington.  Current law requires a petition signed by a number equal to 10% of all voters in the city who voted in the last general election.
