    On page 2, beginning on line 1, after "services," strike all material through "mother." on line 8, and insert "coverage must be provided for inpatient, postdelivery care to a mother and her newly born child.  Provider decisions to establish or limit the length of inpatient stay should use as a guideline the recommendations of the American college of obstetrics and gynecology and the American college of pediatrics.  These decisions must be made by the attending providers  after conferring with the mother and taking into account the needs of the newborn.  The postpartum and infant care period starts at 11:59 p.m. for either vaginal delivery or cesarean section."

 

    On page 2, beginning on line 16, strike all of subsection (3) and insert the following:

    "(3) Before discharge of the mother and newborn there must be in place a discharge plan that provides for coverage of outpatient postdelivery care using as a guideline the recommendations of the American college of obstetrics and gynecology and the American college of pediatrics.  Any outpatient postdelivery visits determined to be medically necessary must be provided by a licensed health care provider with appropriate training in maternal and child health care."
